The Department of Public Health and Caring Sciences (IFV) is part of the Faculty of Medicine and has an extensive research programme conducted by our 10 research groups in fields including family medicine, social medicine, health services research and medical ethics. The department has a staff of about 350. Two interdisciplinary centres are also attached to the department: the Centre for Research Ethics & Bioethics and the Centre for Disability Research. The department also delivers education in the Medicine Programme, the Nursing Programme, the Master’s Programme in Public Health and through several free-standing courses. Primary Care and Health in Region Uppsala is in an expansionary phase; for example, a Centre for Academic Primary Care (APC) has been established with two academic primary care clinics established at Nära vård och hälsa. The administration offers a wide variety of services in the first line of care. Patients in Uppsala County encounter us at Region Uppsala’s own primary clinics or rehabilitation centres and we provide telephone advice via the 1177 National Healthcare Counselling Service. Education, research and development are important to us because we adjust the services we offer to the needs of residents of the county. The partnership between Uppsala University and Nära vård och hälsa, aimed at stimulating clinical research and scientific research and development, also extends to the transition towards efficient and local care.

Description of the subject area: Family medicine is the widest of all medical subject areas and includes all common diseases and disorders in people of all ages. Family medicine combines a patient-centric perspective with a public health perspective. The department’s Family Medicine research group conducts research projects in areas including diabetes, pain and musculo-skeletal disorders and infection epidemiology (Covid-19). The scientific breadth and clinical foundation of the subject area entail both interdisciplinary and interprofessional collaboration.
Duties: Research, teaching and administration. The applicant is expected to conduct their own research in Family Medicine. Research has already been financed via research grants received within the Family Medicine research group. Teaching includes delivery of teaching at the first, second and third-cycle levels and supervision of students and doctoral students. Teaching duties include course coordination, course administration and examination of students. Clinical service includes working as a district physician at the administration’s primary care clinics. Other duties, such as research within the Centre for Academic Primary Care may be additional or replace the clinical work as agreed with the healthcare principal. Duties of an administrative nature will also be required. Duties also include following development in the applicant’s own subject and social developments otherwise.
Qualifications: A person who has demonstrated teaching expertise and has been awarded a PhD or has the corresponding research expertise is qualified for appointment as a senior lecturer (Higher Education Ordinance ch 4, s 3). According to the Appointment Regulations for Uppsala University (AR), the general requirements for teachers include that the applicant must have the ability to collaborate and otherwise meet the suitability criteria required to perform the job well (AR s 5).
Research expertise must have been demonstrated through independent research contributions of high quality. The applicant’s contributions to the international and national scientific community must be assessed on the basis of such criteria as the quality and scope of scholarly publications (see AR s 34). Requirements for international merits must be assessed on the basis of the character and specific circumstances of the subject.
Teaching expertise must have been demonstrated by educational and teaching qualifications (see AR s 22). A prerequisite for having demonstrated teaching expertise is that applicants have completed teacher training for higher education of relevance to operations at the University, comprising at least ten weeks, or have acquired the equivalent knowledge. If there are special reasons, the teacher training for higher education may be undertaken during the first two years of employment.
The applicant must have documented ability to teach in Swedish.
Applicants for this position must hold a degree of Master of Science in Medicine and specialist expertise in family medicine. If the applicant is not entered onto the Swedish Specialist Register they must have submitted an application for entry onto the Swedish Specialist Register (family medicine) to the National Board of Health and Welfare by the application deadline for this position. However, the applicant must have obtained Swedish registration as a specialist in family medicine by the date the employment decision is made.
Assessment criteria: Equal weight will be assigned to research expertise and teaching expertise in the selection of eligible applicants. Research expertise refers to research qualifications. In assessing research expertise, research quality and independence must be the primary considerations. The scope of research, primarily in regard to depth and breadth, must also be afforded consideration. Furthermore, consideration must be given to the capacity to plan, initiate, lead and develop research and education in the third cycle, the ability to acquire funding for research in competition, as well as the demonstrated capacity to interact with others both within academia and in the wider community. Teaching expertise refers to teaching qualifications. In assessing teaching expertise, teaching quality must be the prime consideration. The scope of teaching experience, in terms of both breadth and depth, shall be afforded consideration. Furthermore, consideration must be given to the capacity to plan, initiate, lead, and develop teaching, as well as the ability to connect research to teaching. Teaching expertise should also include the ability to engage and engage with the wider community through education (AR s 22). See also GA s 8.
Clinical expertise is demonstrated through clinical work and clinical training as well as participation in clinical developmental work. Clinical development includes measures that have enhanced the quality or efficiency of health care and medical care. See AR s 24.
When the University appoints new teachers those applicants must be selected who, following a qualitative holistic assessment of their competence and expertise, are judged to have the best potential to carry out and develop the relevant duties and to help advance operations. Significant weight will also be assigned to personal suitability.
Assessment criteria, other expertise: Management expertise and administrative expertise are important for the appointment and will both be assigned weight. Good collaborative skills and the ability to enthuse colleagues are also very important. The ability to collaborate with the surrounding community and to communicate information about research and development work will be taken into account.
Management expertise is demonstrated through ability to lead activities and staff, make decisions, assume responsibility, motivate others and provide them with what they require for the effective achievement of common objectives. Ability to coordinate a group and to help generate a sense of commitment, enhance participation and enjoyment of work, and ability to deal with conflicts, are further examples of how expertise is demonstrated. See also section GA s 5. The ability to coordinate work for two different principals will be assigned significance.
According to the Appointment Regulations for Uppsala University, s 29, administrative expertise is demonstrated, for example, by the ability to plan, organise and prioritise work in an efficient and appropriate manner, and the ability to specify and keep to time frames. This form of expertise includes overall work planning; ability to manage resources in a way that reflects operational priorities; and ability to work in a structured manner and on the basis of an awareness of goals and quality. When assessing collaborative expertise, experience with and expertise in education and outreach, editorships and other activities related to knowledge exchange between the University and the surrounding community, as well as experience with innovation and entrepreneurship, shall be of significance. The gender equality aspect must be applied in connection with employment if it proves, after qualitative assessment, that two applicants of different genders have equivalent or near-equivalent qualifications and one of the genders is under-represented (accounts for less than 40 percent within the relevant position category and at the relevant workplace). The applicant’s parental leave, part-time work due to care of children or the like will be taken into account as qualifying work experience.
