Uppsala University, Department of Public Health and Caring Sciences

Subject area: Health Services Research

Duties: Teaching, research and administration. Teaching includes course direction, course administration and supervision of doctoral students. It also includes following developments in the professor's subject and in society as a whole.

Qualifications required: The eligibility criteria for employment as professor are both research and teaching expertise (Higher Education Ordinance Ch 4 Sec 3). According to Uppsala University's Appointment Regulations (AO), a general eligibility requirement for teachers is that the applicant must have the personal characteristics required to perform the duties of the post well.

Research expertise

Research expertise must have been demonstrated through independent research work and through the applicant’s activities maintaining high international and national quality. The applicant must have demonstrated expertise in planning, initiating, leading and developing research, have demonstrated the ability to acquire funding for research in competition and to lead a research team and have demonstrated well-documented expertise in supervision in the third cycle. The applicant's contribution to the international and national academic community will partly be assessed on the basis of the quality and scope of their academic publications in the most relevant publishing channels in the subject. Requirements for international qualifications must be assessed on the basis of the character and specific circumstances of the subject.

Teaching expertise

Teaching expertise must have been demonstrated through educational and teaching qualifications (see AO § 23). In addition, the applicant must demonstrate well-documented expertise in supervision in the first (undergraduate), second (Master’s) and third (doctoral) cycles. To be deemed to have teaching expertise, the applicant must have completed teacher training for higher education of relevance to operations at the University, comprising at least ten weeks, or have acquired the equivalent knowledge. If there are special reasons, the training for teachers in higher education may be completed in the first two years of the appointment. The teacher training must include doctoral supervisor training.

The applicant must have documented their ability to teach in Swedish or English. If there are special reasons, an applicant who does not have the ability to teach in Sweden is expected to acquire this ability within two years.

Assessment criteria: In making an appointment to this professorship weight will be attached primarily to research expertise and then to teaching expertise. However, a combined assessment will be made of the criteria so that an applicant who is assessed as having much more teaching expertise than an applicant who has slightly more research expertise can be ranked ahead of that applicant. Weight will be given to cooperation with other public authorities and third stream activities. As health services research is distinctly interdisciplinary, experience of research that includes theories and methods from different disciplines will be assigned particular weight.

Research expertise

In assessing research expertise research quality must be the prime consideration. The scope of research, primarily in regard to depth and breadth, must also be afforded consideration. Furthermore, consideration must be given to the capacity to plan, initiate, lead and develop research and education in the third cycle, the ability to acquire funding for research in competition, as well as the demonstrated capacity to interact with others both within academia and in the wider community. In the assessment of research expertise, qualifications in the area of health services research will be given particular weight. This subject focuses on the management and organisation of the health system, and gives particular attention to decision-making processes at political, organisational and clinical level. Theoretical and empirical knowledge about organisational and policy reform trends in health and social care in recent decades is particularly welcome.

Teaching expertise

In assessing teaching expertise teaching quality must be the prime consideration. The scope of teaching experience, in terms of both breadth and depth, must also be afforded consideration. Furthermore, consideration must be given to the capacity to plan, initiate, lead, and develop study programmes, courses and teaching, as well as the ability to connect teaching to research in respect to research in the subject concerned, subject didactics and teaching and learning in higher education. The ability to interact concerning issues of teaching and learning in higher education with actors inside and outside the University is also included in teaching expertise. See also § 4 of the Guidelines for Assessment Criteria (RB).

Assessment criteria for other expertise: Management expertise and administrative expertise are of importance for this position and will be assigned weight. The ability to engage in third stream activities and to provide information about research and development work will be taken into account.

Management expertise

Management expertise is demonstrated through the capacity to lead operations and personnel, make decisions, take responsibility, and motivate others, providing them with what is needed for the efficient achievement of common goals. The ability to coordinate the group and to help create a sense of involvement, participation, and enjoyment in work and to deal with conflicts constitute further examples of demonstrated expertise. See also § 5 of RB.

Administrative expertise

According to the Appointment Regulations, administrative expertise is demonstrated, for example, through the capacity to plan, organise, and prioritise work in an efficient and task-related manner as well as through the ability to assign and observe time frames. Expertise includes overall operational planning and the capacity to manage resources in a way that reflects operational priorities as well as the ability to work in a structured manner based on an awareness of goals and quality. See also § 5 of RB.

Collaborative expertise

According to GA § 6 of GA: When assessing collaborative expertise, weight shall be assigned to experience with and expertise in popular science work, editorship and other activities related to knowledge exchange between the university and the surrounding community.

The gender aspect will be applied if two applicants of different genders have equal or virtually equal qualifications following a holistic quality assessment.

The applicant's parental leave, part-time work on account of care of children or the like will be taken into account as to be regarded as work experience qualifications.

Uppsala University values the qualities that gender parity and diversity bring to its activities. We therefore welcome applicants of all genders and with different birth backgrounds, functionality and life experience.
